Ireland eases up on rules

Kevin Rudd and thousands of other Australians could find it easier to take out Irish citizenship after an announcement on St Patrick's Day that foreigners with an Irish great-grandparent would be eligible.
At present, Ireland requires a person to have at least one Irish grandparent to claim ancestral right to citizenship, which carries with it a coveted European Union passport and the right to live and work in 27 nations from Britain to Romania.

But Ireland's Government has decided to loosen the rules and extend at least some naturalisation rights to people who are one generation further away from their Irish roots.

The Prime Minister said at the Brisbane Irish Club on Monday that he had two Irish great-grandparents, his maternal grandmother's parents having emigrated from Tipperary to Brisbane in 1887.

Ireland's citizenship reforms were announced by Prime Minister Brian Cowen during a visit to the US, where he was using St Patrick's Day festivities to call for a renewal of ties between the US and Ireland.

Mr Cowen said he hoped the Obama administration would extend to Irish professionals something similar to the E-3 working visas the US introduced in 2005 for a set number of Australians each year.

Ireland had decided after a "strategic review" of Irish-American relations to make it easier for Americans to win Irish naturalisation if they had Irish great-grandparents.

Foreign affairs officials in Dublin said later that the move would initially be aimed at people who had studied or worked in Ireland but the reform could be extended further.

They also said it would not be restricted to Americans and would probably apply to all foreigners.

Finance Minister Brian Lenihan said he was sure any new citizenship rights would apply to Australians.
