A new Study points to ghettos inhabited only by ethnic minorities in Dublin 15
A Government-funded study on schooling in Dublin 15 identifies evidence of the phenomenon of Irish flight for the first time in the Irish State.
The report found that in some places there is evidence of the emergence of ghettos inhabited only by ethnic minorities, and it calls for action from Government and local authorities to avert the problems found in other European cities.
By tracking pupils' movements over a number of years, the report found "quite a serious and significant trend of Irish moving out and immigrants moving in". Of 1,414 pupils leaving school in 2005-06, for instance, 518 left before reaching sixth class.

This figure is equivalent to an astonishing 58 per cent of those transferring to postprimary schools," the authors write.
A breakdown of the data shows that, of those who left in the period 2003-07, 47 per cent were described as "Irish" and 53 per cent as "non-Irish" (defined as those whose parents were born outside the country).
But of those who joined, only 21 per cent were categorised as "Irish" and 79 per cent "non-Irish".
The report blames housing policies and the dynamics of the property market. Rapid development of new private housing in this part of north Dublin has led to a proliferation of rented homes, it points out.
Back in September of 2006 the Green party were warning of ghettos beign created by Irish property deals.

Poorer families are being forced into “ghettos” so that developers can acquire prime city centre sites under the Government’s controversial land-swap scheme, the Green Party claimed yesterday.

The warning followed an announcement by Environment Minister Dick Roche that a prestigious Dublin 4 building would be sold to a property company in exchange for 89 affordable homes in Dublin 15.
Mr Roche insisted the land swap was good value for money as the 89 homes would come on stream much quicker than if the D4 site was sold for its market value of €8 million and that money then distributed to local councils.

However, Green environment spokesman Ciarán Cuffe said the scheme would see low-income earners “shunted” out of sought-after areas. “I am concerned that these types of land swaps may increase ghettoisation in urban areas.
“The Government should be actively counteracting ghettoisation, yet this high-profile land swap appears to be going in the opposite direction.
“This is shoving those on lower incomes into lower income areas. It’s segregation. We should be making sure that affordable homes are provided in every postal district in Dublin, rather than concentrating on sites in peripheral locations where demand is lower.
“Children who have grown up in Dún Laoghaire or Ringsend should be able to access housing close to where they grew up, rather than on the outskirts.
“Less than 2% of housing output is affordable, and this Government is not meeting its targets for local authority, voluntary or affordable housing. It is time for fresh thinking,” he said.
Mr Roche said old health board land and ex-military sites would be used to swap with developers to create up to 3,000 affordable homes over the next few years.
“The land swap initiative has achieved tremendous value for money,” he said.

Labour’s environment spokesman Eamon Gilmore TD said the move was a PR stunt and that the Government had let developers “off the hook” by watering down legislation intended to ensure 20% of all new housing was affordable.
